ClamAV Malware Scanner - Reusable Workflow

Runs the ClamAV scanner via the argus Python CLI. Equivalent to: python -m argus scan clamav

For GHES users: Use the composite action directly instead of this workflow. See: examples/github-enterprise/all-scanners.yml
